I drive a bus in Seattle, we actually have both. For most passengers, it's the pull cord. The tape is only on the underside of the fold-up front seats for use by people in wheel chairs. The seat folds up, they are strapped in next to it and can easily reach the yellow push tape...- Brinybay

The "guts" (chassis, the outer part is the cabinet or shell) were probably removed for capacitors and other useable electronic parts, including the tubes.
