Aren't you looking for a tailor that is more backward thinking? AFAIK, Mahon cuts more or less the same style of suit that Row tailors like A&S have been making since stiff collars were the norm.
I have a Lamy All-Star that I got at Fahrney's in DC for about $35. I have been very happy with it. I run the ink cartridges dry too quickly for my liking, so I've been meaning to get a converter and some bottled ink for it--just haven't had a chance yet.

I don't know whether it's vintage sacrilege to do so, but I wouldn't much care. Though I prefer cuffs on all my pants, I have many pairs I've thrifted that don't have them, and I'm perfectly content to leave them as they are.
