It's just a summer suit in a striped pattern. Seersucker has a very particular definition--it's a cloth made of cotton where the warp threads are woven in alternating bands of slack and normal tension. The slack-tensioned threads cause the puckering that is characteristic to seersucker.
It's a bit out of the ordinary, perhaps, but there are not a few long-torsoed and short-legged men out there. Don't overlook the fact that the trousers could be let down to 33.25" if the cuff is dropped. Or 32.25" with a 1-inch cuff or fake cuffs.

A DB vest is perfectly suitable for a stroller. I wear the combination nearly as often as I do a stroller with a SB vest.
