Huh, I've had the exact opposite finding. Most nice vintage girdles are very expensive and most newer Rago girdles I find are at comparable prices to Girdlebound or other stores. I looked forever for a deal on a Rago waist cincher and never found it.

I would just try washing them in a delicates wash like Hosiery Mate - most stuff comes out of stockings pretty easily. You should wash vintage stockings in something like this before you wear them anyway - sometimes the fibers get brittle with age and special washes will help restore the elasticity.
If you're getting saggy stocking ankles, your stockings are the wrong size.
Note that all thigh-high stay-ups aren't the same! If you buy cheap ones with a narrow band at the top, you will get the thigh-bulge. To avoid this, you need thigh-highs with a wide welt at the top. Many are also...
