I'd agree with BK in being dubious about the dating; the waistcoat is very odd and reminds me unpleasantly of the style provided by high street shops like Ciro Citterio here in the UK about ten years ago.
Likewise, although I left mine off for the summer and haven't got around to starting to wear them again. The best ones I have come across by far are made by Thurston the bracemakers for an internet outfitters called Bromleys - they come in wine, grey, black and navy with white edging.
