    Over the last year I've increasingly hit with this when importing from outside the EU, to the point where it's now almost a dead cert that you'll get hit. I only do it if the purchase price +20% is at least 10% less than the UK price, which it often is, or for items not available in the UK...

    That sounds way too much. It should be around 20-25% max of cost including shipping. I had a similar problem when I was charged£290 extra for a BR N-1 jacket from Japan. I had to pay, but claimed using a standard form and got a £200 or so refund about 2 months later.
