As I understand it, it was up to the agency (i.e., local, county, state police, etc.) to decide for themselves. If the person being arrested was known to regularly wear hats, eyeglasses, sunglasses, etc., they were often photographed wearing those items in order to make it easier for witnesses to identify them in the photos.Was it common to do mug shots with fedoras?

If I put together a "If you could have dinner with anyone..." list no doubt it would be quite lengthy & likely be subdivided by categories, but he would be on there somewhere. It would be good food, good beer, good tobacco & great conversation!And he knows a good beer!
