Hmmm a report from almos 100 years ago discussing tanning processes for leather shoe soles... What's the relevance?

Perhaps tests like this influenced the use of chrome tanning in jackets? The article also mentions a short supply of natural tannins, which would theoretically mean vegetable tanned leather for jackets would possibly have been in short supply or harder to obtain at the time. Could this test have been one of the things the military took into consideration when they put together the criteria for the A-2? I understand the test involved soles but maybe it was a more controlled form of experiment than handing out identical jackets to the test subjects, or they had a vision of wide spread application not limited to shoes?

At the least I find it fascinating. But I'm a dork.
