I have seen that eagle on various german army patches and the polizei. I was stationed at Panzer kaserne in germany late 80s. That post was Rommel's headquarters in WW2. The command building still had the eagle on it but the swastika had been sandblasted off. I just think the eagle has been part of germany for a long time, and was just twisted in WW2.
