That is how I tend to wear mine, though I have a fob on mine, which is on display. It was not uncommon for Victorian watch chains to have a bar which also doubled as a watch key or had some other useful function, which may also go to explain why they were worn outside the waistcoat.
I'm watching an auction for a hat of the above description - the description states that it is vintage but it looks rather too new from the look of the lettering on the sweatband, making me wonder if it is a modern make. I did look online but couldn't find any help there, which leads me to ask...
