Some Advice
Yes! I have a middy and short bangs, and I think it looks fine. If you would like to see pictures, there are lots at the blog in my signature; I had a longer middy and Betty bangs until June, and now it's shoulder length. -

Hair under winter hat
Provided you're not up against subarctic climes, I can't sing enough praises of earmuffs. They actually changed my life (...well, my hair's life). Also, wrapping a silk scarf about your head in an approximation of a hood is dramatically glamourous plus very cozy. -
Eye shadow
I like the Revlon Matte eyeshadows; "Vintage Lace" and "Rich Sable" are great for everyday looks! -
