Where did you see this law? I've never heard of it? Is it a state law in NY?
I know some states classify antique autos as over 25 years old, so are they in violation of this law?
I don't wear my "good" fedoras out in the rain, but I do wear my everyday Stetson Fedora (lightly beat up late 40's model). It's dark brown with an olive ribbon. Hides wear and tear pretty good.
Now if it's pouring I wear a boonie or just take an umbrella.
But never go hat-less.
I do love a good wingtip.
But for everyday wear I own a pair of Docs wingtips in brown. The soles are not bad, not too thick. And if you buy them from England or Canada you can get them in half sizes.
But I wouldn't wear them with a suit. They're not "Wing-Tip" enough.

I think it's one of his best. Especially the picture of train in his house cracks me up even today just thinking about it.
