Aerial photography is very difficult and expensive. Getting all the variables to line up at the same time is quite challenging. Wrong sun angle, too bright, too cloudy, shadows from clouds, trees, buildings... Circling around and around for the right moment. Sometimes it never happens.
Before September 11 you could see the Goodyear and Sanyo blimps flying over many major sporting events. Also banner towing planes. Since September 11 any flying above a crowd is prohibited. It basically put quite a few aviation businesses out of business. And no more aerial photography.
