I stretched my 40's brown suede shoes that were too narrow, and they are fine now, though just barely wide enough. I wouldn't plan on making them too much wider by stretching though.
Also check that your shoes aren't too fragile, sometimes they could split.
Worishofers are pretty comfortable too, and since they are wedges, you can wear them with a dress. Look for some of the more attractive ones online.
They have open toes, but they'll work for the warmer months if it isn't raining.

Fracas fits the bill since it is tuberose, it might not be what you want price-wise. To me anything vanilla or tuberose is really heavy though.
You could try White Shoulders too, though I personally consider it really heavy.

The cheapest scent that I've tried is probably Tabu (1932) by Dana. It is strong stuff, but exotic and mysterious. I'm not sure how cheap it was in the 30's and 40's though...
