Rayon linings can bleed when wet. A while back I had a new in box 1950's Foster G-1 jacket. The dark purple lining stained my shirt when soaked. No real problem as it washes out.
Because there is more protection using credit it's always a good idea to make your Visa/Mastercard card the primary source of funding on Paypal.

In the UK we have a small claims court. For a small fixed fee someone out of pocket can apply on-line for a court order for things like nonfulfillment of contract.
Seems a much better route than going to criminal charges and expensive lawyers for small cases...
