That's really hard to enforce unless you require that many posts simply to privately message users. Even then people would work around it by posting contact information in their profile or on public posts.
I also got a message from this user about my own WTB ad... seeing they are a new account, I responded saying that we'd need to establish trust first. I'm skeptical and not easily taken in, so we'll see what happens, but I'd have to assume the odds of this one user happening to have something...

One thing you could start doing is watermark your images to make them unusable for other purposes. Translucent text across the chest saying "copyright ton312 mm-dd-yyyy" would probably deter them.

My point is that, the guy could have dual citizenship, or could have immigrated to the address I shipped to, but for all eBay cares, they are international because they originally registered their account in another country. So, even if it was really a true domestic sale, they would still charge...
This sale WAS to an address in the US, and it makes no difference in terms of eBay policy. The buyer's account is registered from Australia, so even though I'm shipping it to Oregon, eBay still considers it an international transaction. And there's no way I could have avoided it. Requiring a US...
The fee schedule is clearly explained in their terms of service, so no. This is just one of those situations that should almost never come up, and when it does it will be surprising to anyone who hasn't read the Terms closely.
