You can always ask them to create a pattern test jacket in a cheap fabric first, or even paper, then tweak anything that you want adjusted, before having it done for real. That's probably the better way to go about it.
It almost looks to me like the jacket is padded, perhaps with a quilted lining, or that the actor is wearing something bulky under it (perhaps to offset how over-sized it is? Or perhaps just to make the actor look bigger and more menacing?)

I don't think modding an existing jacket produces good results, unless the modifications are tiny. Anything that would involve adding new panels requires matching leather to what's there, and that's all but impossible to do.
