There's a little clue as to where Lucas stole Indy from. Find a lion tamer character in an old film, one that's dressed in a brown fedora and a leather jacket. Chances are, you're looking at the original Indy. There's another reference to this in Last Crusade, in the railcar with the lion and Indy's first use of a bullwhip.
Lucas is known for making little obscure references to other movies or hiding little hints of his other works. THX-138 was his first feature film, 'THX' and 'THX-138' show up everywhere in his movies. Look at the license plate on the '32 coupe in American Graffiti and you'll see what I mean.
My understanding for Indy's look was Steranko made the pre-production paintings for concepts and the costume designer went from that.
Steranko is a well known lover of the golden age so he probably influenced by a lot of the films mentioned previously.
