I have not read the whole thread but IKEA is Swedish and here in Sweden we have to pay for the bags at IKEA both the plastic and paper ones. We also pay for the bags in grocery stores both the plastic and the paper ones. We do not pay for the bags in clothes and shoe shops but this is rather strange we pay for the bags in second hand/vintage shops.
The plastic they make bags from here in Sweden is the enviroment friendly one and can be reused in other ways.
