A lot of years ago I worked with a young lady who could do just that. I don't remember how the subject came up, but some of us co-workers were chatting during our morning break one day when she not only said she could do it, but added she got a lot of free drinks by doing it whenever she was in a bar. And then she did it, just to prove to us she could.

A person can be completely honest about a particular matter in a particular moment, but I get your point. Whenever I hear “to be completely honest” I strongly suspect that whatever immediately follows will not be.

Around here if someone starts a sentence with "To be completely honest..." it almost always means that whatever follows will be unflattering, outright insulting, or an unpopular opinion.

It's along the same lines as any sentence beginning with any variation of the phrase "I'm not {adjective}, but...." Whenever you hear that phrase, you can generally assume with some accuracy that the speaker is, in fact, completely {adjective.}
