In the modern factory the problem is no longer labor. The major cost per unit is in the capital expenditures such as lasts, dies, injection molding molds and plant and equipment. A shoe industry consultant I know told me about a factory in china with 10,000 employees acres upon acres under roof, dormitories for the workers and in house machine, last, die and mold making shops. With style changes a shoe factory like this undergoes a constant major re-tooling operation. With out government subsidies govt provided health care, govt. run unions, subsidised energy and transportation it is no wonder that China produces 90% of the worlds footwear.:eusa_doh:
