Admittedly, not a great way to confirm, but I just measured the back, shoulders, and sleeves of the jacket in the front image and then the back image, worked out the proportions, then figured the actual shoulder and sleeve lengths based on the listed back length, and got the same results both times. Assuming the back length measurement is correct at 25.5" and starts at the base of the collar, then my own measurements of both images worked out to be 18" for the shoulders (an inch under the 19" listed) and 24" for the sleeves (straight down, not around the outer curve).

Measuring should be a science but unfortunately it's really an art. I'd ask the seller for a remeasure. And pictures of it.
That makes much more sense.
It's so frustrating when the announced measurements are wrong. Sometimes, they're right, but you want the jacket so much you try to persuade yourself that the seller was wrong and insist on him remeasuring. That's always delicate.

It is delicate, and it always makes you think about how much you really do want the jacket, which is good. If I decide I do want a remeasure, I'll usually mention to the seller how everyone measures jackets differently, and so would he mind remeasuring in these very specific ways...? I feel like that takes the confrontation out of it, even if it does make me seem like a needlessly meticulous, way-over-thinking-it nut. Which I absolutely am. On a completely unrelated note, I feel very at home here.

Agreed. 24" sounds about right. Cut the sleeve from the image of the front, rotated it and pasted it on the back photo. I don't believe the sleeves are 22" long. They'd definitely be shorter than the jacket if that was the case.

The only reliable way, the one that settles all arguments, is showing pictures of different measures with the measuring tape visible.
