One of the other pilots in my squadron has a Cooper that is made of Goat. He was issued that in 1998.I wonder if the spec had an "effective" date? Obviously, the government couldn't expect a vendor to dump the 1000 goat hides that it had and purchase a bunch of steer hides.
I don't know what the contract cycle is on these items, but it could also be that Cooper was the last vendor who won the bid under the old spec and was just grandfathered in. Thus they were bound by whatever spec their contract stated way back when their particular procurement cycle began.
Interesting that cow was required at some point, but that it had to "look" like goat...doesn't that sound like a government operation! LOL!
