It is (or was) the hat of a Medicine Man, or someone who wanted to be one or be perceived as one. The "piece of glass" is a crystal, and the item with the white string around it is sage which is used for cleansing. I don't know what the spent cartridge or the little piece of wood might be used for, but if they're included someone had a use for them.
