I actually have thongs that go to the waist, and I often wear those with high waisted skirts and dresses. All the high waisted panties I've worn have leg elastic that tends to rub the tops off my thighs if worn long enough.
I tend to wear thongs under my girdles, even though that's not period correct. Period correct was wearing the granny panties over the girdle, or tap pants.
I don't like to wear high waisted panties unless I have good reason to, and so far I haven't found many! lol

Well, I would scour ebay, but for a dress like that it might be expensive. There are some seamstresses on here, you might ask around how complicated it is and how much you would expect to pay to have something made. Oh, and where are you in the USA?
