SOME fedora brims are not intended to go up or down, but they usually say so in the description.
Chris, if you are willing to pay $250 for a fedora, go custom. The hat will last much longer, and it can be what you want, not what's available.
That said, you might want to start at a lower price...
My guess;
1. The hat body was blocked for a larger size than the sweatband put into it, and that's puled it inward.
2. The crown is supposed to be higher, but the straw is too soft, so it's kind of like the crown is slouching under it's own weight. Or did so before being shellacked.
What size are you, James? If you're a smaller size, vintage hats on ebay and etsy can be easier to come by, and less expensive. Larger sizes are harder to come by, so the prices are always up there.
