I am leaning towards an alternate theory that, for reasons unknown, the American factory was unable to fill that store's (and maybe others) order so they had the Canadian factory make the hats. If that is a Canadian tag, of course.

I tried dyeing my own ribbon but was never quite happy with the result. Then I got lucky and found this piece of ribbon at a thrift store. Worked perfect! :)

The ribbon has been on it for a couple years now, the original was brown. I wasn't a fan of the brown on grey when I found the hat years before, so it went through a few ribbons before I made this one. Now, even though I love the blue on grey combo, I wish I still had the original...

This Stetson 3XBQ Mode Edge c. 1950 has a replacement sweatband and ribbon, but the joy of wearing it is not at all diminished by the repairs.

The felt finish looks a little longer-haired than my grey 3XBQ, and your brim just a touch wider. Mine is estimated at c. 1950, with a year or so wiggle room, so that 48 would fit right in as a date of manufacture.
I certainly hope your sweatband fares better than mine!
Bummer about the derby. They usually stay on pretty good in the wind.
It might not be easy to find somebody to replace the edge binding. It's not as simple as the symmetrical binding on a fedora. I remember reading a thread here somewhere about the construction (or de-construction in this case)...
You may also want to look into fur felt hats designed for use by law enforcement, like state troopers and rangers. They would be made to stand up to rough weather. Stratton is a company that makes a lot of these kind of uniform hats in America. They can sometimes be found on the secondary...
