Dumpster Diver is experienced with this stuff so listen to him, but if the jacket is reasonably clean but you just want to freshen it up then just turn it inside out and sponge-bathe the lining, etc. I've done that and it's fine.
Now isn't everyone glad they own dozens of winter jackets/coats/whatever? Thousands of dollars and dozens of square feet of closet space devoted to a single passion is paying off this winter!
-55F is ouch, I've never seen it that cold (which is fine with me). I remember my dad talking about his early days out of college when he had a job with a mining company in Thompson, Manitoba, and it would regularly get that low. I'll add my usual reminder: -40 is where the F and C scales match!

Here's a very old, true vintage Brooks Brothers trench coat. If I was going to have one made or start a company making them I'd copy this design since I think the details and proportions are perfect.
I think you're better off with the longer torso length. If you've seen photos of these jackets being worn by police you'll realize they're actually really short and wouldn't even cover your belt!
For what it's worth, for a long time products made in China entering North America were generally junk quality, hence there is a lingering bias against them. Further to this, at some point many North American companies closed operations in the US putting people out of work and shifted production...
