You had two problems. The first one, the one I quoted, doesn't mention rice.
In response to your astute observation, I'm not familiar with the expression, so I don't have an opinion. I've often used rice to soak up leaking motor oil or gasoline, for what that's worth.

You're right, children do require discipline. Part of their development is testing the boundaries: they do it from as early as age two up until their teenage years, sometimes even beyond. The consequences are clear when parents don't set the boundaries - Anyone who doesn't believe me should...
I think it must be an English thing! People here are so afraid of not being PC that they would never say it in that context (and that's not always a good thing.)
