Biltmore Canadian production ceased in early 2012, they were taken over by one of the US hat conglomerates based in Texas.
In addition to Magill the only other remaining hat manufacturer in Canada to my knowledge is Smithbilt.
Is "Glenrock" just a name for a hat style?

The Bailey version looks like what's commonly referred to as the "Cattleman" style, a very common Western hat.

Hat sizes vary not only between different manufacturers, but even amongst hats of different lines produced by the same manufacturer.
Also leather sweat bands tend to shrink over time; & for all you know a hat may have been stretched by a previous owner one or more sizes up.

Lighter fluid is probably a better wax solvent than alcohol. One trick that I've picked up is to dab the area while suspending the hat upside down, this minimizes the spreading of the spot; be sure to quickly follow the dabbing with application of something absorbent then repeat as necessary...
That could very well be sanding dust, fur felt hats are actually sanded smooth similar to your kitchen cabinets. Try using your vacuum cleaner to remove any such dust ~ vacuums work great too for general dust, lint, pet hair removal from hats. Just be careful in the vicinity of the hat band &...
If you still have the original strap & hardware, consider having someone skilled in leatherwork make a duplicate for you. Quite possibly an existing watch strap could be converted for the purpose fairly easily.
