can't really base dating on style when a hat made out of the US because they did not follow American trends
you will commonly see European hats that are dead ringers for 60s or 70s US hats and you find out they were made in the 1940s
but I do agree with your dating

... and where you can detect an Art flavor in Michaels work if you really look for it their styles aren't really very close.
steam should wake it up
block it out to open crown with a good amount of steam ... brush the crown well (counterclockwise) mid steam to open up the nap... let it dry open
that should bring some of the crispness back
after you recrease the dry crown steam the crease

that is a Matt Deckard creation and I thought I remember him saying that they took all of his hats off the line
the NY has the best felt of a modern hat that I've handled
the dimensions are a little odd but the felt is great
