Another option, go here to the HPLHS site:

Click on the telegram and it will open a PDF with fields that you can complete. The font used is an authentic 1920s typewriter font, too. Follow the instructions at the top of the PDF. You can print the telegram on the recommended shade paper and it comes out very realistic.

You can change all of the codes, including the date and time at the top of the telegram.

With the envelope from Kilroy's site above you can combine the two for a pretty convincing telegram!

Incidently, the CD is well worth the $20 for all the prop documents. The passports are fantastic.
