They definitely look like lawmen. If they were Texas Rangers though I would think they would be wearing their "Cinco Peso" badges.

Interesting rigs they are wearing. Their pistol belts are holding rifle cartridges. On the second guy from the right you can see some pistol cartridges along with his rifle cartridges.
