By the sound of it in the youtube clip they are made out of wood! Took a look at their website: not cheap hats!

Apart from Inspector Clouseau,
You really only see that style of hat on fishermen.
But, to me it resembles the 1920's lady's cloche hats:

Well ... Dad was fishing on the float trip. I either had a similar hat or this one as I remember a photo of me at age 12 (the following year) wearing it. I think he wore it better.
I don't think I'm going down the cloche hat rabbit hole...
