My order has now taken 4 weeks to ship.

it's hard to say, due to the season they may have all hands on deck staffing vs summer time when they're slower and are taking their vacations

I got an email this morning that my order (placed on Halloween) left Scotland this morning.

I don't understand your logic in waiting. If it is 12 weeks now and 3 weeks in July, you still get your jacket in March instead of August by ordering now. I don't think you will ever get it sooner by waiting.
