Echt Velour "Quality Velour Seal", 57cm, probably mid to late 1930s. Not sure what company made it but it came with another Velour from Friedrich Steinberg Hermann & Co. (STECO) Hat Factory Luckenwalde (East Germany) so they might be the source.

This is, of course, not pre 1940, but I thought that you might like to see Toshiyuki Sakata, better known as Oddjob, being measured up for that bowler, made by Lock & Co, (one of many,) that made him an overnight star.
