I bought an old book of photos from the 1920s and 1930s, and found a few that might interest you all. Fedoras were apparently very popular in Japan back then, but with a different set of rules on how to wear them.
For one, they were usually worn with kimono. Just a few weeks ago I overheard a customer in a hat store in Ginza ask what hat wold go with a kimono, and the owner recommended a soft hat (fedora). Here's a typical kimono and fedora combination from 1931:

Apparently it was perfectly acceptable to wear a hat while sitting at a table in a restaurant or pub. Here's a photo from 1931:

Finally, I found a few bashes on in this 1931 photo that I have never seen anywhere else! It was taken on the roof of a department store where people could follow a baseball game. I kept the photo large so you could see the bashes clearly:
