On this topic, although not urgent as I my well above budget hat-wise at the moment, I did come across a Christy's silk top hat on Etsy, are antique Christy's silk worth getting? Is etsy a safe place to buy such things?

Also in terms of sizing, I believe my head is 60 cm, would a 59 cm fit me?

Well, there's not much to dislike here. (I don't know who this firm is or where they are to be found)

So currently I'm obsessed with the FX series Taboo with Tom Hardy, and I was curious if anyone knows a U.S. hat maker that creates custom or just really good quality Victorian era top hats?

You're far better off just getting an actual Victorian era top hat. You'll pay significantly less for something of higher quality. If you're dead set on something modern Lock and Co. Is somewhere to start.
