I wouldn't count out it being of German manufacture just because of the materials. I have an original WW2 German shirmutze and the quality is likely even lower than the hat you have. The visor is plastic/composite of some sort, the hatband is rubberized canvas and the fabric has a very high synthetic content.
Early-war or pre-war German hats were very high quality, but for late war German uniforms and hats they conserved materials where they could and often sacraficed quality.
