Keeping your hair short enough to never get hat hair allows the sweater vest to come on and off with aplomb.
It's interesting that Americans are much more reticent in "losing the jacket" than are those of us on this side of the Atlantic, especially bearing in mind that your summers are usually so much hotter than ours. I don't hesitate to remove my jacket at 25C (at which I wilt), perhaps even at 20C. But by profession I was a teacher (which is NOT a sedentary occupation) and I never discarded the tie.Jacket only comes off at home, or at my desk in the office. Such is my rule for two piece or three piece suits, or jacket/trouser combinations.(although the little lady may convince me to stroll with the jacket off in the heat of the summer from time to time)

That is very possible; but I have drawn it from (a) what I have observed in the UK and (b) what I have read on this and similar fora.I think that you have come to an inaccurate conclusion.
