I think I know where this came from, but I'm not certain. My mother didn't recognize it, so it isn't a family heirloom, and I'm certian it's not something I would have bought at a yard sale, so I can only assume that someone gave it to me.

I can't determine the material, but it's ten inches long, almost four inches high, and two-and-three-quarter inches deep. You can see minor damage on the outside peak of each dog's cap. At any rate, I'm giving it to a Lounger. Anyone interested?

I don't know about you, but I can imagine some colorful silk scarves hanging from it. ;)

Aye, tha wee bairns are a bit bruised.

You need to find a Scotsman, preferably wearing a Tam O'Shanter. :D

Looks like a dog leash holder to me.

If it didn't have the wall screws I'd say this was formally an inkwell with missing glass inkwell holders.

Woof!

That makes even more sense than a tie or scarf holder. But, I still think it could be either (but it's more than likely a leash holder.) :)

Could you use it as one?

Yes.

...which means if it's got ties hanging from it, it's a tie rack. ;)

If you put a dish on one of the openings it could hold your keys, so the cute thing could hold all the stuff you unload when you enter the house. It is cute. As it is, now I hang the four leashes on a coat hook in the vestibule and the keys in a brass bowl in the hallway.
