That is a good deal for a top hat. From the size mark, id say it was a later make hat maybe by Flugelman who made top hats .
What is printed on the small white label behind the sweatband ribbon? I would store the opera hat in the opened position. A hat box might be good unless it will be a daily wearer.
Not this specific model but I do know that a good number of their current Euro models favor this type of setup (no liner + gross grain sweatband).

I would remove that from the hat.I'm not sure whether you would call this a victory or a defeat, but it's definitely an item, and it's interesting, but I don't know....Whatever the thing is that's seems to be devouring that hat, it didn't frighten the moths. Try replicating that crease by hand.
