Actually, to a great degree it was a spoof of "Fail Safe", which is also a great flick.

There is a photo of Sellers in full costume as Maj. Kong clowning around on the set, which leads me to believe that perhaps he had filmed a few scenes before his accident -- something I'd love to see!
Before Slim Pickens was eventually cast as Maj. Kong, Dan Blocker of Bonanza fame was offered the role but turned it down reportedly because he and/or his agent thought the script was "too pinko."
