As I recall, Eugenia and Victoria were the names of two queens at the time. What would we have now--Elizabeth Noor? Beatrix Latifah?

Yep. Eugenie was Empress of France (and wife of Napoleon III), while Victoria was Queen of England, Empress of India, etc., etc.
