Sure thing! It's just shy of 24", but it's so flexible that it almost doesn't matter. I'm exactly 24", too, but I'm slightly long oval so the front/back of this hat is a bit tight on me. If you're regular oval, the hat will very likely fit you perfectly. If not, it'd only need a very minor stretch.
