Generally eBay sides with the buyer. Given your concerns, why not simply contact eBay and the seller that you are returning the jacket as it is not as listed?

According to eBay "If you received an item that’s incomplete, damaged, counterfeit, or otherwise not as described, request a return from My eBay. We will track the resolution and help if you ask us to step in." Your paying a 10% restocking fee for a jacket that is not as advertised would be inappropriate. Get eBay involved and let the seller know you are doing so. Good luck resolving the issue but act immediately.

The 10% restocking fee should not apply if the description in the listing was inaccurate. It might be worth your while to offer to pay shipping charges though in an effort to nudge the seller sufficiently to accept the return.
