45" necktie?

This seems rather short for a tie. It would be 40s for sure, but the shortest tie I own is 48".

My neck is 14.5, would this work okay for me?

I have one that short, it works perfectly for very high-waist trousers. It's perfectly good under a waistcoat as well.

It also depends on what knot you use. If you think a Four-in-Hand uses very little length, try a Small Knot. Ever notice how short some 20's and early 30's ties are? Well it's because the small knot was really popular then. I usually use a Half Windsor on 40's ties, but a Small Knot looks good too.

Heres a photo. You can now see why I want this tie to work! Its 3.5 inches wide. Hard to place a date since Petty did artwork in the 30s 40s and 50s.

Repeat, why not try a small knot with a 48" tie you already own and compare the difference in length to when it's tied with a four-in-hand? That would give you a pretty good idea of what a 45' tie will look like. Here's a diagram of the small knot . . . it's super easy:
