In any event, 19 year old boys aren't really men. They might think they are, but their frontal lobes have a long way to go before they catch up with their Other Brain.

Nonetheless, 19 year old boys are not men. Their brains haven't yet fully developed to the point where they process information in a fully-adult manner. Neurologically and psychologically, they are still adolescents, and remain adolescents until their mid-twenties. This explains a lot of the adolescent behavior that they can't seem to shake -- it's simply what their adolescent-wired brains are telling them to do.

When I'm dictator, the drinking age will be raised to 25, driver's licenses will remain provisional until the same age, and all adolescent boys between 18 and 24 will be required to spend at least two of those years in a CCC camp, doing hard labor outdoors. That'll sublimate those urges.
