Nope. If it were from the '70s, the trouser legs would almost certainly be tight at the thigh and/or flared from knee to the cuff. That isn't the case here. This suit is probably from the mid 1940s to the very early '50s.
The waistcoat's detachable buttons, the shirt's studs, and the shirt's cufflinks are all from the same 1920s onyx & white gold matching stud set, made by Krementz for a long-gone store called "Eacret". The set includes two shirt studs, a pair of cufflinks, and six(!) waistcoat button studs...
Footjoy made a lot of golf shoes (both solid-colored and spectators) with that exact look, except that they also had removable kilties covering the lacing.
And she was madly in love with director George Cukor ... who was gay. Nonetheless, they remained extremely close friends for a lifetime.

You'd be surprised. In fact, Richman Brothers offered a range of quality, depending on the price point. Their highest priced suit lines were very good.
In the photo below, I'm wearing a 1937 tuxedo made by Richman Brothers. The quality is outstanding, IMO.
