If the jacket is from Real McCoy's Japan, I think you should try size 40 to get the 38's fit by the western standard. Japanese sizes tend to run small, like their medium actually fits like small of the US and European size, for example. Japanese A-2 size 40 fits me best chestwise (not the sleeve...

Japanese made A-2s tend to fit better for asians, as far as I can tell.
In terms of chest size it looks like you're good to go with either 36 or 38, but 38 may have the right length for your height. And with 38 you can have some room to layer a sweatshirt under the jacket.
